You might actually seek out the Dover collection books in general - they produce several lines of royalty free artwork and clip art from a variety of sources. I have seen celtic knotwork, Islamic designs, elizabethan borders, art deco (1920's), etc. All allow free use of up to 10 images in any one project. All in all they are very cool resources for any publisher or artist looking for additional fill art, inspiration or general styles.
