I have used Dover books like the fantastical creatures one or some of the Stained glass coloring books to make childrens charters. I got a jumbo pack of white card stock from Micheal's. And went to kinko's. After that I printed up about 10 -15 of the designs with 10-15 copies of each. Made sure I had Boy type Pictures and Girl type. Ran a couple contests for the young painters.  I bought a couple boxes of Reeves Gouache and some assorted Synthetic brush sets. Then about 10 of the round paint trays and a roll of the plastic film that sticks to cover them. plus some D water...etc. I used my own money at the time but this would qualify for reimbursement by your Shire or Barony as an A&S thing. 
I copied a couple pictures that were really basic for the children between 4-7 so if I had some of them they wouldn't feel left out.Tried to limit it to older children who had painted before and were really interested. I found it was easier to limit the choice of which colors they could pick from and have some of the older ones help mix up the paint. I also tried to pair up Older siblings with younger, or to pair up one younger with one older. I got a selection of Dover medieval coloring books and a set of Gouache, and some other Scribal type things as prizes.
Rules were:

They had to pick 2 colors and could only use Black and White or the 2 colors to make any new color for their picture.
The children could get a chivalry prize if the older mentored their partner in the right manor and Younger would get the same if they listened well to their mentor. 
 (Candy Bribe) This included not commenting on what someone else was doing with their painting....
They only got 1 picture each to paint and I let them pick.
Gave out 3-4 prizes for things like best painting inside the lines, good use of the colors, etc.

I usually announced the winners during dinner etc. so they felt important. 
At one time I also had some printed on 1/2 sheets folded so if they were good painters they could donate them to their Seneschal or Baron/Baroness for thank you cards etc. 

Found if I worked it this way took me a little longer to get settled painting for myself and other adults but also found some Moms and Dads that used their children as an excuse to try something they had been wanting to do but weren't sure how to get started. I found in explaining it to the children the new adults were listening... Also limited the colors for the adults to 3 and hade them use shades of their colors so they would get away from modern methods and learn how to mix Gouache. Had quite a few adults start with a children's design and then sent them home with a charted and a Basic materials list. Of course if they started a charter I had them use the Artist's Gouache. This also allowed them to see the color difference between the two!
Now Summits has about 10 small wooden boxes that hold a pallette, and brush. They could check out these with the colors they were using and return them with the finished charter. I bought a boxed set of the Artist Gouache that was used  for this purpose only.

Somewhere under a shudderingly-large mound of rust rests the former Wyewood
omesday Butler...  The current host of Wyewood's Scriptorium (since Tam
oved) is desperately trying to *find* that butler, who most definitely did
etter scribing than I do now!

Erm... I'm a large Russian (who isn't Pyotr), I marshal, chirurgeon and
ield herald and like scribing because the gouache is an artsy break from my
ther volunteering, and yet is very forgiving when I put down the brush to
o handle something in a hurry. I'm mostly seen in Western, have been in the
CA for years, and only scribing very sporadically for the last several. I
ot into charter painting when charters were brought to a shire social
eeting, so I'm recruiting using the same method.
I do need advice - I have a few very interested children and would love to
et pointed to good ways to provide them with painting experiences that
ren't harmful to my brushes or our kinda-expensive charters yet let the
ids feel like they're doing something similar. Websites of cool line
rawings I can print? Suggestions of what you've seen work and appeal to
hem?
