[Antir_scribes] White Scarfs (SHORT)

Greetings from Bronwen,

I received a note about three days before 12th night from a White Scarf.

It said basically that no one in the Order of the White Scarfs had received
their award scroll for their White Scarf since 1998.

We had some discussion back and forth about why that had happened and I
asked him to please bring it up in the White Scarf Meeting at 12th Night
which did happen.

We are going to need to fix both the backlog and the new procedures  :-)
