Ooh, this looks like fun!  Here are my answers:

1)  Yes, I think so.

2)  Mostly, it was, "Come to my house and color!"

3)  I find that bringing charters to paint to indoor events helps.  People
see other people painting, and they want to paint, too.  It helps if you
look like you're having fun.  ^_~

4)  Challenge, the ability to do new things, APPRECIATION.  (There's nothing
like someone looking at your stuff and saying, "Thank you!" or even "Wow" to
keep you going.)

5)  Some people do.

6)  Talk to people about scribal arts.  Do scribal arts in front of them.
Allow them to try scribal arts for themselves without worrying overmuch
about doing it "right."  Allowing someone to start and enjoy the colors and
paint to start with, then guiding them toward more period technique,
whitework, and things like that has been very effective in my experience.

7)  Challenge the experienced.  There's nothing like a challenge to make an
artist sit up and take notice.

This is only my opinion/experience, your mileage may vary, et cetera.
