Well, the populace badge and the ensign flag are different :) There's a
great explanation with visuals at

If you're just working from the blazon (words), though, to recreate the
ensign into a picture (emblazon), you'd start with the field. Generally,
this is everything before the first comma. In this case, it's "Checky Or and
argent". You'd start up at the top left corner and draw your checkerboard,
coloring gold then silver. Then, you do the rest of it, in this case "a
dexter tierce sable". This means that on the dexter (left) side of the
shape, you'd draw a tierce (a black stripe), and then color it sable
(black). Blazons always describe things from left to right and top to
bottom.

The populace badge is just "(Fieldless) A lion's head erased contourny
sable". This means that you can put the lion's head on any background your
little heart desires, as long as -nothing else- is added to the design. The
(Fieldless) designator systematically protects it from anyone registering a
single black lion's head, with a jagged, furry neckline (erased), facing the
right side of the shape (contourny)... on any field. This protection,
however, goes away if you add a border, chief, or other elements like stars
or hearts or whatever. So scribes would need to be instructed not to add
anything to the shield if you use the populace badge or ensign somewhere on
it.

Hope that helps clear up a little bit. Can you tell I'm a herald first and a
scribe second? :) I am thinking maybe a "Heraldry for Scribes" class may be
prudent somewhere.... :)
