Actually in many if not most kingdoms, there is a minimum size requirement 
for the escutcheon in heraldic regulations. Usually 3-4 inches across the 
top, and placement issues as well. Smaller than that, in a border, part of 
the illumination and such usually fall into a clearly decorative motif 
category and thereby sidestep any heraldic issues.
