Eleanor,
The letter that I am sending to the Baronial Seneschals will describe it all to them clearly.

Since they serve at the pleasure of the Crown and their Superior Officer (the Kingdom Seneschal),
and the Kingdom Seneschal wants the Baronies to follow Kingdom's Method,
The Baronial Seneschals should (if they are not current) work with their Councils to make their Baronial Scribes sit in Greater Offices.
If they have a problem with doing this - they can take it up with the Kingdom Seneschal.

I am sending the informational document so that people know what needs to be done
The Kingdom Seneschal has said that she will also send a letter if I need her to to enforce the matter (I hope it never needs to come to that).

You are confused  - because the person who told you the office was a lesser office has not yet been informed of the change that needs to be made.
Once they know - hopefully they won't tell you it is a lesser office anymore

and we will all be on the same page  :-)  :-)  :-)

    I will be sending a letter out to all the Baronial Seneschals very soon

    It's 6 pages long - but In summary, this is what is says:

    Each Barony should have a Baronial Scribe.

    If a Barony does not have a Baronial Scribe, the Baronial Seneschal needs
    to make the scribal Quarterly Report (includes a sample of what should be
    in the report).

    A Baronial Scribe does not have to be a Scribal Artist - but MUST be a
    paid member of the SCA and be capable of running a Baronial
    Office, i.e.., handling money and receipts properly, reporting and
    attending council meetings.

    The Baronial Scribe is not an under-office to any other Baronial Office
    i.e., the Baronial Herald or Minister of Arts and Sciences.  Like the
    Kingdom Scribe, the Baronial Scribe is a "Greater" officer and
    reports directly to either the Kingdom or Principality Scribe.

    The Barony might also have a "Court" Scribe (similar to Their Majesties'
    Royal Scribe and Their Highnesses' Coronet Scribe).  This Artist DOES NOT
    need to be a paid member of the SCA nor do any of the other Artists of
    the College of Scribes (unless they are holding an office)

    The "Court" Scribe may not handle money and may only make purchases thru
    the Baronial Scribe or other designated officer (Baron and Baroness
    too???).

    The Baronial Scribe and the "Court" Scribe can be the same individual.

    The Barony may not ask the Scribes to be financially responsible for
    materials needed to provide the Barony with award scrolls.  The Barony
    should create a budget for these things.

    The Barony may not insist that the Scribes be solely responsible for
    fund-raising to cover the Scribal/Award budget.

    The Barony should never pressure their scribes to create work only for the
    Barony and should actually encourage working for Their Royal Majesties as
    well - since we all serve at Their Majesties' pleasure.  (The "Sable
    Scrivener" Award is given to those individuals who consistently create high
    quality unique scrolls and Master charter designs for Kingdom level).

    The Kingdom Scribe's and deputies' job descriptions are included - along
    with the recommendation to base the Baronial Scribe's job loosely on the
    jobs described.

    I asked the Baronial Seneschals to please give the letter to their Baronial
    Scribe (if they have one) for the Scribal files.
