I recommend at least acid free, preferable archival (you can be acid free
without being archival) - I use Arches 140 lb HP Watercolor paper - it
reminds of heavier pieces of parchment (skin not paper).  You can get it in
90 lb as well, but the 140 is easier to scrape or otherwise make corrections
on. HP means hot press and refers to the surface - in this case it is
smooth.  Some scribes like other types and levels of CP (Cold Press, rough),
but HP allows for a happy balance between a medium for the calligrapher
(smoothness so the pen doesn't scritch, etc.) and the illuminator - a
surface that absorbs the painting medium well.

Look carefully at the package, Arches isn't the only brand around:-} look
for things like "Archival", "Water color" (made for a wet medium unlike
something made for pencil drawings which may easily warp), Hot Press (though
some people do like the rougher surface for their work), and as a minimum 90
lb paper.
